JNYY OiM .. <br /> • <br /> COUNTY OF HAWAII %_+`- STATE OF HAWAII <br /> < .O.;.14.!••11;.‘ <br /> i. -1.p,. <br /> , T� M i'� <br /> RESOLUTION NO. 509 14 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAMAKUA- <br /> KOHALA HEALTH CENTER FOR THE 8TH ANNUAL PARADE AND FESTIVAL FOR <br /> THE UNITED NATIONS INTERNATIONAL DAY OF PEACE. <br /> WHEREAS, the Stn Annual Parade and Festival for the United Nations International Day <br /> of Peace (Peace Day Parade and Festival) is a campaign to promote Peace Day in Hawai`i; and <br /> WHEREAS, the Hamakua-Kohala Health Center, a 501(c)(3) nonprofit organization, is <br /> part of the Peace Committee of Honoka`a that is coordinating the Peace Day Parade and Festival, <br /> which has become the most elaborate and significant event of its kind in Hawai`i, as well as the <br /> world; and <br /> WHEREAS, the Peace Committee of Honoka`a consists of the community at large, <br /> which includes groups as diverse as the Arc of Kona, First United Methodist Church, Hamakua <br /> Lions Club, Friends of the Honoka`a Library, Honoka`a High and Intermediate School, the <br /> United Nations Association of Hawai`i, the Carteret Atoll Project, Honoka`a Business <br /> Association, Honoka`a Seniors Club, and Hamakua-Kohala Health Center; and <br /> WHEREAS, the parade and festival will be televised and broadcast via the web, and <br /> events will include a Peace Poster Contest, a mindful-meditation program, Read for Peace, a <br /> campaign to secure 199,000 origami cranes to donate to the memorials in the cities of Hiroshima <br /> and Nagasaki (Japan), a youth-oriented production of the play "A Thousand Cranes," a 5K Run <br /> for Peace, and a Suicide Awareness and Prevention Walk; and <br /> WHEREAS, funds are needed to help with expenses for advertising/promotion, <br /> insurance, security, and a public address (PA) system; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, activity, <br /> service, equipment, materials, or supplies for which the grant shall be used; and <br /> WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to <br /> the Department of Parks and Recreation to provide a grant to the Hamakua-Kohala Health Center <br /> for the Peace Day Parade and Festival; now, therefore, <br />
