No. 498-14 PLACE: Council Chambers Kona, Hawai`i TIME: 1:00 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Resolution No. 498-14, reports as follows: Resolution No. 498-14, transmitted by Council Member J Yoshimoto, via Communication No. 994 dated August 18, 2014, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for a multi-year lease of two copy machines for the Office of the County Clerk. The resolution authorizes the Mayor to enter into a five-year lease agreement at an approximate cost of $185 per month, with an additional approximate cost of$0.0089 per copy. Council Member Ford spoke in support of the resolution; however, she expressed concern that the price per copy seemed high. Deputy Finance Director Deanna Sako appeared before the Finance Committee for questions. She stated that the Western States Contracting Alliance (WSCA) contracts are used to assist in pricing copies. Council Member Illagan spoke in support of Resolution No. 498-14. He requested that an amendment be considered to add an additional copier for use at the Pahoa office. Chair Yoshimoto addressed Mr. Ilagan and informed him that he would look into it as a separate resolution. Pursuant to Section 10-11, Hawai`i County Charter, any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made or approved by resolution. Your Committee on Finance is in accord with the purpose and intent of Resolution No. 498-14, and recommends its adoption.
