Appropriate <br /> infrastructure and design concerns shall be incorporated into the review of such <br /> developments. <br /> 2008—Puna Community Development Plan: In September 2008, the Puna Community <br /> Development Plan (PCDP)was adopted by Ordinance No. 08-116 and subsequently amended in <br /> November 2010 (Ord. 10-104), June 2011 (Ord. 11-51, 11-52 & 11-53) and December 2011 <br /> (Ord. 11-117 & 11-118). Sections 2.1.3a.2) and 5.2.3, PCDP, identify Pahoa Town as one of <br /> four Puna communities to be designated as a Special Design District with detailed planning, <br /> design standards and review procedures. Within the growth management chapter of the PCDP, <br /> Section 3.1.3b.1) Pahoa is also identified as one of three locations for designation as a Regional <br /> Town Center. Section 5.2.1 —Zoning Designations, PCDP, states: "The regional town center <br /> plan should be prepared through an inclusive community based process that involves major <br /> stakeholders, including landowners, community representatives, and public agencies.
