REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> REGARDING: BILL NO. 103 (COMMUNICATION NO. 361) <br /> DATE: SEPTEMBER 30, 2014 <br /> LOCATION: HILO COUNCIL CHAMBERS, HILO, HAWAII <br /> TITLE: AN ORDINANCE AMENDING CHAPTER 19, ARTICLE 10, SECTION <br /> 19-75 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, AS <br /> AMENDED), RELATING TO REAL PROPERTY TAX EXEMPTIONS <br /> FOR PERSONS WHO ARE BLIND, DEAF, AND/OR TOTALLY <br /> DISABLED. <br /> EXPLANATION: Introduced by Council Member Brenda J. Ford on July 30, 2013, this <br /> legislation stipulates that exempted property be restricted to applicant's <br /> occupied principal home. <br /> On August 20, 2013, the Finance Committee postponed and referred this bill <br /> to the Real Property Tax Stakeholders Task Force (RPTSTF) for review and <br /> comment. <br /> As stated in Communication No. 361.1, the RPTSTF reviewed Bill No. 103. <br /> They recommend that to be consistent with other language related to <br /> exemptions for homeowners, the bill should specify that the owner"is <br /> qualified for the homeowner's exemption", rather than refer to only the <br /> owner's "principal home."
