From 2006 to 2012, Hawai'i County has experienced 206 traffic fatalities, and 115 or
55.8% were alcohol-impaired-related. Hawai'i County is over represented in both
traffic fatalities and impaired-related traffic fatalities. Hawai'i County has
accounted for a third of the State's alcohol-impaired-related fatalities for the past
six years, which is disproportionate to its population base. See Table II:
TABLE II
2007-2012
Hawai'i County
Persons Killed/Alcohol-Impaired-Related
Persons Killed Impaired-Related Percent Impaired-
Involved
2006 33 14 42.4%
2007 37 27 73.0%
2008 27 17 63.0%
2009 22 13 59.1%
2010 27 13 48.1%
2011 22 15 68.2%
2012 38 16 42.1%
Total 206 115 55.8%
Another area of concern with impaired driving is the 20 year old and under group that by law
cannot drink alcohol, yet statistically has shown up as a major problem. For calendar year
2010, the age group of 15 — 19 made up 3% (27,206 / 882,978) of all licensed drivers in the
State of Hawaii. However, that same age group represented 5% (7/139) of all licensed drivers
that were involved in fatal crashes.
From 2009 to 2013, Hawaii Police Department (HPD) officers have arrested 7,031 people for
operating a vehicle under the influence of an intoxicant of which 598 or 8.50% were under the
age of 21.
