�JMt-4 OF M 1 COUNTY OF HAWAII STATE OF HAWAII r� os•M.P RESOLUTION NO. 565 14 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE ENVIRONMENTAL MEDIATION CENTER FOR THE HAWAII AGRICULTURAL MEDIATION PROGRAM. WHEREAS, the Environmental Mediation Center is a 501(c)(3) nonprofit organization that helps resolve environmental, land use, and agricultural disputes through mediation; and WHEREAS, the Environmental Mediation Center has a program in Hawaii called the Hawaii Agricultural Mediation Program (HIAMP), which is the official agricultural mediation program for the State of Hawaii and is certified by the United States Department of Agriculture and the Hawaii Department of Agriculture; and WHEREAS, HIAMP will provide mediation services for the North Kohala Ditch water access issues; and WHEREAS, HIAMP mediators will assist parties by facilitating the discussion, identifying and clarifying issues, and exploring options to resolve the problems; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; and WHEREAS, Contingency Relief funds from Council District 9 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to the Environmental Mediation Center for HIAMP to provide mediation services to help resolve the North Kohala Ditch water access issues; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below:
