A homeowner may seek a waiver from this requirement by certifying to the Finance Director that the owner did not file a State income tax return due to insufficient income and the owner is able to provide other evidence that the owner is a full-time resident at that home, or, the owner may seek waiver from this requirement if the owner did not file a State income tax return because that owner recently relocated to the County and the owner certifies that he or she will file a State income tax return at the next opportunity to do so. Funds would be used to reduce the amount of underage individuals operating a vehicle after consuming alcohol and illegally drinking in public places.
