RE: Contingency Relief Funds (District 1)
Contingency Relief funds from Council District 1 will be appropriated to the Department of
Research and Development to provide a grant to the Hilo- Hamakua Community Development
Corporation for the Kaunamano Farm — Fodder System Pilot Study.
Attached is a resolution authorizing the transfer of $7,000 from the Clerk- Council Services —
Contingency Relief account to the following account and project:

Project Summary: (brief description of the project including goals, objectives &
outcomes ):
The Idea and Plan: A holistic system -based approach to Berkshire hog raising
predicated on intensive pasture management and rotational open air grazing.
The rotation allows for both livestock production, as well as soil capable of
producing quality vegetables due to rotational pasture and soil fertility
management strategies.
Concept Farm as Island
- Imported Amendments vs. Local Products
-100% feed requirements grown on -site
- Natural fertilizer and light tillage by livestock and waste management
-Soil regeneration through rotational grazing and pasture management
-Happy well fed Hogs
Purpose: Development that meets the needs of the present without

compromising the ability of future generations to meet their own needs.
"All data from the Kaunamano - Fodder System study will be made available to
County of Hawai'i Department of Research and Development"
The study will provide data to prove that hydroponic fodder will allow ranchers
and farmers to take control of their livestock feed regimin and bring them one
step closer to sustainability.
Because hay and grain prices are reaching record highs along with increasing
shipping costs and unpredictable weather patterns damaging pasture lands,
farmers and ranchers across the country are in need of a dependable and
affordable feed for their livestock.

Budget Narrative: (Summary of above listed expenses)
Greenhouse: a 10'x14' greenhouse to protect and nurture the young sprouts. The greenhouse will give the ability to
control the climate to maximize growth of the fodder.
Fodder System: the system needs to be able to feed at least 6 pigs everyday. Which means a minimum of 3 trays of
fodder a day x the potential 9 -day growth period equals a minimum of 28 trays of fodder growing at all times. When
the 6 pigs are fully grown they will be consuming roughly a tray a day each which comes out to be 54 trays of fodder
rotating at any given time.
Irrigation: we are creating an irrigation system that will efficiently water our fodder everyday to ensure a strong
healthy harvest in less than 10 days. The system will need to be able to water a minimum of 54 trays.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
