REPORT OF THE <br />COMMITTEE ON PLANNING <br />REGARDING: Communication No. 1095/Bill No. 304 <br />DATE: November 6, 2014 <br />LOCATION: Council Chambers, Hilo, Hawaii <br />TITLE: AN ORDINANCE AMENDING SECTION 25-8-33 (CITY OF HILO <br />ZONE MAP), ARTICLE 8, CHAPTER 25 (ZONING CODE) OF THE <br />HAWAII COUNTY CODE 1983 (2005 EDITION), BY CHANGING <br />THE DISTRICT CLASSIFICATION FROM AGRICULTURAL — ONE <br />ACRE (A -la) TO NEIGHBORHOOD COMMERCIAL — 20,000 <br />SQUARE FEET (CN -20) AT PONAHAWAI, SOUTH HILO, HAWAII, <br />COVERED BY TAX MAP KEY: 2-3-037:012. <br />EXPLANATION: Bill No. 304 was transmitted by the Mayor William P. Kenoi, via <br />Communication No. 1095, dated September 18, 2014. The area covers <br />approximately 1.02 acres. The applicant is David and Brenda Camacho. <br />The Windward Planning Commission forwards it favorable <br />recommendation for this change of zone, which would allow the applicant <br />to develop medical offices on the property. <br />One testifier was present in Hilo in support of Bill No. 304 as she is a <br />resident near the property and expressed major improvements made on the <br />property that accommodate the traffic in the area. <br />Prior to discussion, the applicant's planning consultant, Sidney Fuke, <br />provided a brief summary of the applicant's intent to open medical offices <br />and humbly requested the committee members present to favorably <br />consider rezoning application. <br />Committee member Yoshimoto opened discussion in support of the <br />project as it is consistent with the offices running in the area and the need <br />for medical offices is high. Mr. Onishi continued discussion by thanking <br />Mr. Fuke for clarifying the actual location of the property is further down <br />from the other medical offices located in the area. No further discussion <br />was held. <br />
