REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: November 18, 2014 Re: Comm. No. 1155/Bill No. 323 <br />PLACE: Council Chambers <br />Kona, Hawaii <br />TIME: 10:46 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finence, to which was referred Bill No. 323, reports as follows: <br />Bill No. 323, transmitted by Finance Director Nancy Crawford, via Communication No. 1155 dated <br />October 29, 2014, amends Ordinance No. 14-82, as amended, relating to public improvements and <br />financing thereof for the fiscal year July 1, 2014, to June 30, 2015. The amendment is as follows: <br />PROSECUTORS OFFICE: <br />Pros Atty Office Bldg — W. HI <br />(110.199.5196.17) $ 9,600,000 <br />Funds for this appropriation increase shall be provided from: <br />General Obligation Bonds, Capital Projects Fund - <br />Fund Balance and/or Other Sources $ 9,600,000 <br />Funds would be used to plan and construct an Office of the Prosecuting Attorney building on the <br />grounds of the West Hawaii Civic Center. <br />Council Member Wille stated that the County would save millions of dollars if they looked into <br />trying to find another location within the existing buildings at the West Hawaii Civic Center. <br />Prosecuting Attorney Mitchell Roth and Business Manager Lee Lord appeared before the Finance <br />Committee for questions. Mr. Roth noted that he felt that there would not be sufficient space to <br />accommodate all the Prosecutor's office staff within the existing West Hawaii Civic Center <br />buildings. Mr. Lord stated that the space being considered by the Public Works Department to <br />construct the new office building is located between the left of the community center and the road <br />going down, Makai. <br />Council Member Kanuha and Eoff spoke in support of Bill No. 323. Mr. Kanuha stated that there <br />will be a need for the existing office space at the West Hawaii Civic Center for the growing, future <br />positions needed there. Furthermore, he agreed that the Prosecutor's Office would need much more <br />space than the existing 5aildings could accommodate. <br />Finance Director Nancy Crawford appeared before the Finance Committee for questions. She <br />stated that there has been no discussion between the Finance Department and the Office of the <br />Prosecuting Attorney to consider housing the West Hawai`i's Prosecutor's office staff in the <br />existing space within the West Hawaii Civic Center. <br />FC Report No. 208 <br />
