County of Hawaii <br />WINDWARD PLANNING COMMISSION <br />Aupuni Center • 101 Pauahi Street, Suite 3 • Hilo, Hawaii 96720 <br />Phone (808) 961 -8288 • Fax (808) 961 -8742 <br />DEC 1 2 2014 <br />Dru Kanuha, Council Chair <br />and Members of the County Council <br />County of Hawaii <br />25 Aupuni Street <br />Hilo, HI 96720 <br />Dear Chairman Kanuha and Council Members: <br />Change of Zone Application (REZ 14- 000180) <br />Applicant: Melvin and Brenda Morris <br />Request: Agricultural (A -3a) to Family - Agricultural (FA -la) for a 3.001 -Acre Parcel <br />Tax Map Key: 2 -4- 034:045 <br />The Windward Planning Commission, at its duly held public hearing on December 4, 2014, <br />recommended for your approval the proposed legislative bill for a Change of Zone from an <br />Agricultural 3 -acre (A -3a) to a Family Agricultural -1 acre (FA -la) zoning district for 3.001 acres <br />of land located at the end of Ho`ohoaloha Street, approximately 1,500 feet south from its <br />intersection with Ainaola Drive, Waiakea Homestead 2nd Series, South Hilo, Hawaii. <br />The Commission concurs with the following Planning Director's reasons for recommending <br />favorable consideration of the request: <br />The applicants are requesting a change of zone from an Agricultural 3 -acre (A -3a) <br />zoned district to a Family Agricultural 1 -acre (FA -1 a) zoned district for 3.001 acres of <br />land in order to subdivide the property into 3 lots, which will be conveyed to the <br />applicants' children. <br />In order to consider an area for any type of zoning designation, the applicable <br />goals, policies and standards of the General Plan must be adequately addressed. It is only <br />through such a comprehensive policy analysis approach that evaluations and decisions <br />can be made to better time and stage developments to achieve growth determined by the <br />Hawai `i County is an Equal Opportunity Provider and Employer <br />
