Re: Capital Budget
The Department of Public Works is requesting to add an appropriation to Ordinance 14-82,
the Capital Budget, for their Highway Administration Office Building Improvements
project. This project is to expand the office space at the Highways Administration
building.
Enclosed is a bill for an ordinance to add the project titled "Highway Administration
Office Building Improvements" and to appropriate $500,000 to the Capital Budget for
this project.
The Department of Public Works is requesting that this bill be waived from the Finance
Committee and be placed on the February 4, 2015 Council Agenda. If there are any
questions, please do not hesitate to call Warren Lee, Director of the Department of Public
Works at 961-8321.

Amend Ordinance 14-82 of the Capital Budget by adding an appropriation to complete the following project:
Highway Administration Office Building Improvements:
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
$500,000
We are requesting to re -appropriate $500,000 from a lapsed appropriation (110.399.5395.67 in Ord 09-36) to
expand the office space at the Highways Administration Building.
Work includes the construction of an additional 26'x 64' building of offices and rooms, as required to
accommodate additional staff. Also, improvements to the existing office building such as storm hardened
windows, replacement of the obsolete telephone and air conditioning systems, and conformance to ADA
requirements.
Please waive this Ordinance from the Committee on Finance so that it will proceed for Council's approval, as
we wish to expedite this project.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above -referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
