RESOLUTION NO.
A RESOLUTION URGING THE MAYOR TO ENTER INTO A MULTI-YEAR
AGREEMENT FOR ONE OR MORE CONTRACTS FOR ZERO WASTE
EDUCATIONAL PROGRAMS.
WHEREAS, Council Resolution No. 28-03, Draft 2, pursuant to Hawaii Revised
Statutes §342G-2, affirms that each county adopt solid waste management practices in the
following order of priority: (1) source reduction; (2) recycling and bioconversion, including
composting; and (3) landfilling and incineration; and
WHEREAS, Resolution No. 356-07, Draft 2, a resolution to embrace and adopt the
principles of zero waste as a long-term goal for Hawaii County, was adopted on December 19,
2007; and
WHEREAS, the 2009 County of Hawaii Integrated Resources and Solid Waste
Management Plan Update — The Path to Zero Waste (IRSWMP) identified that 55.5%, or
116,550 tons, of the waste disposed at County landfills were paper and organic materials that
could be composted, thereby preserving valuable landfill space; and
WHEREAS, the IRSWMP states: "Public education is a critical component of a
successful environmental program as it informs citizens about proper solid waste management
methods and ways to reduce waste, and enhances public understanding and participation in
various reuse and recycling activities. Education programs also serve to inform people of the
wide variety of solid waste services provided by the County and other entities."; and
WHEREAS, zero waste programs place greater responsibility on residents and
businesses to sort trash and to reduce the total amount of waste; and
WHEREAS, successful zero waste programs rely on aggressive educational programs to
transition the resident population from minimal sort programs to multi -container sort programs
that maximize the current zero waste resource options; and
WHEREAS, zero waste programs seek to educate residents and businesses on how to
collect and sort trash in the most convenient and effective manner in order to maximize diversion
and minimize costs; and
WHEREAS, successful zero waste municipal programs educate residents and businesses
of material options and practices in order to maximize avoidance of non -recyclable purchases;
and
WHEREAS, the County is subject to substantial fines and potential environmental
damage when items such as tires or e -waste (electronic waste) are disposed of in the landfills,
and the potential liability for the County increases the importance of effective zero waste
educational programs; and
WHEREAS, zero waste programs epitomize the overarching cultural principle of
malama `aina and are consistent with the cultural concept of environmental conservation upon
which the traditional Hawaiian ahupua`a system of resource management was based; and
WHEREAS, community-based zero waste educational programs promote community
cohesiveness and a sense of place; and
WHEREAS, it is in the County's best interest to contract for educational programs related
to implementation of the County's zero waste policies and programs based on a three-year
agreement with the option for two extensions (one year each); now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
hereby urges the Mayor to enter into a multi-year agreement for one or more contracts for zero
waste educational programs.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Mayor William P. Kenoi, the Director of Environmental
Management, and the Director of Finance.
