No. 138 <br /> PLACE: Council Chambers <br /> Hilo, Hawaii <br /> TIME: 9:50 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance,to which was referred Communication No. 138, reports as follows: <br /> Communication 138, transmitted by Mayor William P. Kenoi, dated February 11, 2015, requests review and <br /> favorable recommendation of the nomination of Mr. Kenneth G. Goodenow of Council District 2 to the <br /> Hawai`i County Board of Ethics. <br /> Ms. Charmaine Shigemura, Executive Assistant to Mayor Kenoi, came forward with Nominee Goodenow. <br /> She provided background information, expressed the Mayor's support, and requested Council's favorable <br /> action of this appointment. <br /> Mr. Goodenow is a lifelong resident of Hawai`i and is currently a self-employed attorney who was previously <br /> employed with Carlsmith Ball LLP. From 2005 to 2010, Mr. Goodenow was employed by the County of <br /> Hawai`i with the Office of the County Clerk. If confirmed, Mr. Goodenow will serve a term to expire on <br /> December 31, 2019, and he will replace Bernard Balsis whose term expired on December 31, 2014. <br /> Council Chair Dru Mamo Kanuha recused himself from voting on Mr. Goodenow's nomination to avoid any <br /> appearance of impropriety, in that he has a matter to be heard before the Board of Ethics. <br /> Committee Chair Eoff informed Mr. Goodenow that he did not need to appear before the full Council for <br /> confirmation. <br /> Pursuant to Article XIV, §14-5(a), Hawai`i County Charter,there shall be a Board of Ethics appointed by the <br /> Mayor with the approval of Council. <br /> Your Committee on Finance is in accord with the purpose and intent of Communication No. 138, and <br /> recommends confirmation of the appointment of Mr. Kenneth G.
