pJNZV.Of M 7 <br />COUNTY OF HAWAII _• <br />,tf OF•N►'� <br />RESOLUTION NO. <br />STATE OF HAWAII <br />8'7 IS <br />(DRA) r 2 ) <br />A RESOLUTION URGING THE MAYOR TO ENTER INTO ONE OR MORE MULTI- <br />YEAR CONTRACTS FOR ZERO WASTE DIVERSION PROGRAMS TO DIVERT <br />RECOVERABLE MATERIALS FROM THE LANDFILLS. <br />WHEREAS, Council Resolution No. 28-03, Draft 2, pursuant to Hawaii Revised <br />Statutes §342G-2, affirms that each county adopt solid waste management practices in the <br />following order of priority: (1) source reduction; (2) recycling and bioconversion, including <br />composting; and (3) landfilling and incineration; and <br />WHEREAS, Resolution No. 356-07, Draft 2, a resolution to embrace and adopt the <br />principles of zero waste as a long-term goal for Hawaii County, was adopted on December 19, <br />2007; and <br />WHEREAS, the 2009 County of Hawaii Integrated Resources and Solid Waste <br />Management Plan Update — The Path to Zero Waste (IRSWMP) identified that 55.5%, or <br />116,550 tons, of the waste disposed at County landfills were paper and organic materials that <br />could be composted, thereby preserving valuable landfill space; and <br />WHEREAS, the IRSWMP states: "Public education is a critical component of a <br />successful environmental program as it informs citizens about proper solid waste management <br />methods and ways to reduce waste, and enhances public understanding and participation in <br />various reuse and recycling activities. Education programs also serve to inform people of the <br />wide variety of solid waste services provided by the County and other entities."; and <br />WHEREAS, the County currently landfills over 100,000 tons of recoverable material, <br />over and above compostable organics, including textiles, ceramics, polymers, metals, glass, <br />demolition wood, and other reusable or recoverable materials and products; and <br />WHEREAS, in light of the short -life expectancy of the South Hilo Sanitary Landfill, <br />diversion of recoverable materials will help to extend the term that this landfill is available to <br />East Hawaii; and <br />WHEREAS, diversion programs for discarded, recoverable materials are less costly than <br />landfilling these materials at West Hawaii Sanitary Landfill; and <br />WHEREAS, it is in the County's best interest to enter into one or more multi-year <br />contracts to establish zero waste diversion programs; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it <br />hereby urges the Mayor to enter into one or more multi-year contracts for zero waste diversion <br />programs to divert recoverable materials from the landfills. <br />
