EMC -5 ORDER OF RESOLUTIONS March 31, 2015 Res. 84-15 URGES THE MAYOR TO ENTER INTO MULTI-YEAR CONTRACTS TO (Draft 2): ESTABLISH REGIONAL AND COMMUNITY-BASED ORGANIC COMPOST OPERATIONS IN THE COUNTY OF HAWAII Suggested contracts may include a two-year transition period during which the contractor(s) is not obligated to maximize the production of compost. BILLS FOR ORDINANCES Bill 32: AMENDS CHAPTER 14, HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED) BY ADDING A NEW ARTICLE RELATING TO DISPOSAL OF REFUSE IN A MANNER THAT REWARDS THOSE WHO SEPARATE THEIR RECYCLABLES AND COMPOSTABLES FROM LANDFILL REFUSE Requires the Environmental Management Director to implement a partial pay -per - bag fee program for refuse to be landfilled, which allows each household and business one 33 -gallon bag of refuse per week to be landfilled without any bag fee. Reference: Comm. 199 Intr. by: Ms. Wille Page 2 EMC -5 March 31, 2015 Bill 33: AMENDS CHAPTER 2, ARTICLE 40, SECTION 2-202; CHAPTER 20, ARTICLE 3, SECTIONS 20-31, 20-35, AND 20-36; AND CHAPTER 20, ARTICLE 5, SECTION 20-43 AND SECTION 20-52, AND ADDS A NEW SECTION TO CHAPTER 20, ARTICLE 3, OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO REFUSE Prohibits the disposal of compostable or recyclable material at any County landfill or transfer station as of January 1, 2018. Also establishes additional requirements and fees for commercial haulers with regard to the disposal of compostable or recyclable materials. Page 3 EMC -5 March 31, 2015 Submitting Written Testimony: Those submitting written testimony at the meeting should bring fourteen (14) copies for distribution. Public testimony may also be submitted before 12:00 noon on the business day prior to the meeting: (1) by mail to the County Clerk's Office in Hilo at 25 Aupuni Street, Hilo, Hawaii 96720; (2) by facsimile to (808) 961-8912; or (3) by e-mail to counciltestiinonyLq)hawaiicouno�.ov. Please submit separate testimony for each item. Submitting Video Testimony: Those submitting video testimony may email a complete web address (url) to videotestimonyghawaiicounty_.gov before 12:00 noon on the business day prior to the meeting. The email shall indicate the appropriate Committee or Council meeting, the meeting date, agenda item (communication, bill, resolution, or report number), and number of testifiers on the video submittal. Each video submittal shall be limited to a single agenda item. Video submittals may contain up to three individual testifiers and shall each be up to three minutes in length. Video testimony will not be played during the meeting; however, it will be distributed to Council Members prior to the meeting. The Office of the County Clerk reserves the right to refuse testimony containing inappropriate content or that is not in compliance with Council Rule 13 (Public Statements and Testimony).
