COUNTY OF HAWAII <br />RESOLUTION NO. <br />STATE OF HAWAII <br />145 15 <br />RESOLUTION APPROVING AND ADOPTING THE 2015-2019 COUNTY OF <br />HAWAII CONSOLIDATED/ACTION PLAN FOR THE COUNTY OF HAWAII <br />COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT <br />PARTNERSHIP PROGRAMS AND AUTHORIZING THE MAYOR OF THE <br />COUNTY OF HAWAII TO EXECUTE AND SUBMIT THE <br />CONSOLIDATED/ACTION PLAN AND ALL OTHER RELATED <br />DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING <br />AND URBAN DEVELOPMENT <br />WHEREAS, the County of Hawai'i is a direct recipient of federal Community <br />Development Block Grant (CDBG) Program funds from the United States Department of <br />Housing and Urban Development (HUD); and <br />WHEREAS, the County is a State recipient of HOME Investment Partnership <br />(HOME) Program funds and has included its proposed goals and priorities for the HOME <br />funds for informational purposes; and <br />WHEREAS, it is required by HUD that the County submit a Consolidated/Action <br />Plan, in accordance with Subpart C of 24 CFR Part 91, which include housing and <br />homeless needs assessments, housing market analysis, five-year goals and priorities, <br />project monitoring procedures; and <br />WHEREAS, the Consolidated Plan is a five-year (2015-2019) plan that indicates the <br />County's goals and priorities for the use of CDBG and HOME funds for housing, homeless, <br />special needs and community development; and <br />WHEREAS, it is required by HUD that before the County of Hawai'i receives its <br />annual CDBG allocation, the County shall submit its yearly Action Plan as required by the <br />Consolidated Plan; and <br />
