Thiel PHONE <br />03/23/2015 <br />961-8341 <br />A resolution authorizing the Mayor to enter into an agreement with the State of Hawai'i, Department of <br />Transportation for a grant entitled, Safe Routes to School (SRTS) program. <br />An ordinance amending Ordinance 14-81, Operating Budget by adding appropriations for: <br />Expenditure Account: (County of Hawaii Safe to School Program) $48,000.00 <br />Revenue Account: (County of Hawai'i Safe to School Program) $48,000.00 <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />Recently adopted Chapter 19-109, Hawai'i Administrative Rules (HAR), enables the Department of <br />Transportation (DOT) to distribute state funds from the safe routes to school (SRTS) program special fund to <br />counties. <br />The County of Hawai'i will implement the safe routes to school (SRTS) program in part or whole by moneys <br />from the safe routes to school program special fund to primarily benefit elementary or middle school children; <br />and achieve at least one of the following goals: Enable and encourage children, including those with <br />disabilities, to walk or bicycle to school; Make walking and bicycling to school a safer and more appealing <br />transportation alternative, thereby encouraging a healthy and active lifestyle from an early age; and Facilitate <br />the planning, development and implementation of projects and activities that will improve safety and reduce <br />traffic, fuel consumption and air pollution in the vicinity of schools. <br />The Department requests that this bill be waived from the Finance Committee and proceed directly for <br />Council's review to help expedite this project. <br />SIGNED: 1A DATE: �MJK <br />Dep rt ent Head <br />
