No. 87-15 draft 2) PLACE: Council Chambers Hilo, Hawai `i TIME: 1:31 p.m. Council hair and Members Hawai ` i County Council Hilo, HI 96720 Your Committee on Environmental Management, to which was referred Resolution No. 87-15, reports follows: Resolution No. 87-15., Draft 2., transmitted by Council Member Margaret Wille, via Communication No. 13 .3, dated March 4, 2015, a resolution urging the Mayor to enter into one or mors multi - o ntra is for zero waste divers ion pro ra s to d i vert re c ov rabl a mater i a 1 s e ` from the landfills. Communication No. 13 .1 was introduced b Council Member Wille, dated February 7, 2015, with proposed amendments to Resolution No. 87-15. The amendments were in regards to a contractual provision, removing five-year the agreement with the option for two extensions, t � ision� the end of the eighth WHEREAS cl au. Council Member Wille spoke in support of the Resolution. She informed the Council that the County currently has no real diversion pro gram. She mentioned after briefly hearing from Mr. Greg Goodale and Ms. Linda Peter's of the Department of Environmental Management, she their willingto move forward with this. The idea started out as s grant program that r given to various businesses in order to trach the materials that was being d awayfrom the landfill. Movingforward there roods to badditional discussion ori how ���rertc that can be done in terms of structure, and how funds would be allocated, which becomes a issue. Mr. Goodale feels a lot more n this need to be looked at, in terms of`this budget� program. Council i1 Member Wille mentioned she was pleased with the main portion of the previous diversion contract that was ultimately cancelled. She is hopeful to build the prior grant program into the upcoming budget so we can get this started and move it forward. We need to look at the cost of doing things in order to trans*1tion to another process. Due to confusion Council Member Wille requested a roll call vote.
