REPORT OF THE
COMMITTEE ON FINANCE
DATE: March 31, 2015 Re: Comm. No. 207/Res. No. 127-15
PLACE: Council Chambers
Hilo, Hawaii
TIME: 10:24 a.m.
Council Chair and Members
Hawai`i County Council
Hilo, Hawaii 96720
Your Committee on Finance, to which was referred Resolution No. 127-15, reports as follows:
Resolution No. 127-15, transmitted by Finance Director Deanna S. Sako, via Communication
No. 207 dated March 12, 2015, authorizes the payment of funds of a later fiscal year and of more
than one fiscal year for a multi-year lease of office space for the Office of the Prosecuting
Attorney in Waimea.
This Resolution authorizes the Mayor to enter into a multi-year lease agreement with Starr
Equities, Inc., for 600 square feet of additional office space adjacent to space currently occupied
by the Prosecuting Attorney's office located at 64-1067 Mamalahoa Highway, Waimea. The
initial cost would be $900 per month, with annual increases to a maximum of$948 per month.
Prosecuting Attorney Business Manager Lee Lord and Finance Property Manager Hamana
Ventura, appeared before Your Committee.
Mr. Lord commented that they currently have a deputy prosecutor, a legal clerk and two clerks
and that they need a private place for the prosecutor to meet with those they represent. He
further explained that Public Works did an assessment and discovered the availability of the
space next door. Mr. Lord commented that staff and investigators from Hilo and Kona use this
office and with the population growing, another prosecutor is expected, so this new lease will
provide adequate space.
Mr. Ventura explained that the lease is $1.50 per square foot and comparable to the surrounding
areas, in response to inquiry from Council Member Danny Paleka. He further explained that this
lease is included in the Mayor's proposed budget.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation
requiring the payment of funds from the appropriations of a later fiscal year or of more than one
fiscal year shall be made or approved by resolution.
FC Report No. 15
