Curtis Tyler, III <br /> RE: University Heights West Project (White Hat Development Corp.) <br /> The Council is being asked to approve ten pre-emptions from LUC Docket <br /> A92-679, Change of Zone Ordinance 93-131, Subdivision Application <br /> 96-066, and Planned Unit Development Permit 52 for the proposed <br /> project in accordance with HRS 201E-210. As part of my evaluation of <br /> the effect such pre-emptions might have on residents and the general <br /> public, I would like some clarification of the department's position <br /> on the pre-emptions being <br /> Specifically, I need to know the following: <br /> 1. Has your department reviewed the proposed pre-emptions? <br /> 2. If so, what effects will these pre-emptions have on the <br /> department's existing standards for any improvements normally <br /> required for a development of this size? <br /> 3. If any standards will be changed by these pre-emptions, what <br /> effect will such changes have on the issues of public health, <br /> safety, and welfare, especially as they relate to access and <br /> operation of emergency response vehicles to and from and within <br /> the subject project. <br /> 4.
