III <br /> RE: Keonelehua Heights Project (Nohona Partners) <br /> The Council is being asked to approve three pre-emptions from the <br /> zoning and subdivision codes for the proposed project. As part of my <br /> evaluation of the effect such pre-emptions might have on residents and <br /> the general public, I would like some clarification of the <br /> department's position on the pre-emptions proposed under HRS 201E-210. <br /> Specifically, I need to know the following: <br /> 1. Has your department reviewed the proposed pre-emptions? <br /> 2. If so, what effects will these pre-emptions have on the-I <br /> department's existing standards for any improvements normally <br /> required for a development of this size? <br /> 3. If any standards will be changed by these pre-emptions, what <br /> effect will such changes have on the issues of public health, <br /> safety, and welfare, especially as they relate to access and <br /> operation of emergency response vehicles to and from and within <br /> the subject project. <br /> 4.
