REQUEST: <br />Requesting a bill for an ordinance to appropriate $1,521,232.00 for the Program Year (PY) 2015 Workforce <br />Innovation and Opportunity Act (WIOA) to fund the following activities: <br />Administration/Planning ($152,121.00) <br />Adult Program ($495,316.00) <br />Dislocated Worker Program ($405,276.00) <br />Youth Program ($468,519.00) <br />Please also submit a resolution to authorize the Mayor of the County of Hawaii to execute and submit all <br />agreements and other related documents to the State of Hawaii Department of Labor and Industrial <br />Relations for the Workforce Innovation and Opportunity Act Program. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />This appropriation reflects anticipated funding allocations by the Department of Labor and Industrial <br />Relations for the PY15 WIOA program. These funds will be utilized to assist adults, dislocated workers and <br />youth by providing services that will train individuals to increase employment, retention, earnings, skills and <br />literacy and thereby improving the quality of the workforce, reducing welfare dependency and enhancing <br />the productivity and competiveness of the local economy. <br />The Office of Housing and Community Development (OHCD) request the bill be waived from the Finance <br />Committee and proceed directly to Council's review, as the effective start date for the WIOA program is <br />July 1, 2015. The OHCD emphasizes that no County General Funds are involved in these transactions. <br />The ordinance merely sets up the proper accounts to receive and expend the WIOA funds. <br />i <br />SIGNED: ?
