Dru Kanuha, Council Chair <br />and Members of the County Council <br />Page 4 <br />As a result, Section 25-2-46(m) (Concurrency) was added to the Zoning Code, <br />which states "A change of zone application shall not be granted unless: (1) the <br />department of water supply has determined that it can meet the water requirements of the <br />project and issue water commitments using its existing system; or (2) specific <br />improvements to the existing public water system, or a private water system equivalent to <br />the requirements of the department of water supply will be provided to meet the water <br />needs of the project and conditions of zoning delay occupancy until the necessary <br />improvements are actually constructed." <br />The Applicants propose to utilize a private catchment water system to support the <br />proposed subdivision, in lieu of a public water system or a private water system <br />equivalent to the requirements of the Department of Water Supply, which clearly does not <br />meet the concurrency requirements of the Zoning Code. <br />The subject property is not connected to the County's public water system. The <br />nearest public water system is approximately 0.8 mile (or approximately 4,300 feet) from <br />the subject property. Extensive water system improvements, which may include source <br />development and transmission facilities, would be needed to bring County water to the <br />subject property. The cost upon the Applicants to improve the existing County water <br />system to provide water to the subject property will not be feasible. <br />Another concurrency option available to the Applicants is to build a private water <br />system equivalent to the requirements of the Department of Water Supply. The <br />Department of Water Supply's Water System Standards for a private water system <br />consists of two (2) wells of equal capacity, transmission waterlines, and an off-site <br />100,000 -gallon concrete reservoir located 100 feet above the highest elevation of the <br />subject property. Water pumped from the new well(s) will be stored in the off-site <br />reservoir, then gravity -flowed through a transmission system to the individual lots in the <br />event that the two wells become non -operational during events like a power or pump <br />failure. The estimated cost for the private water system improvements may be up to $2.2 <br />million, again not a feasible alternative. <br />Applicants' discussion regarding the provision of water service to the <br />proposed subdivision and concurrency requirements. The Applicants' acknowledge <br />that the County's public water system cannot support the proposed subdivision because it <br />would be unreasonable for them to design, drill and develop private wells and <br />
