The Hawai`i Fire Department wishes to enter into an agreement with the University of
Hawai`i, Hawai`i Community College. The agreement will facilitate the process of
awarding college credit towards the Hawai`i Community College Fire Science Program
to individuals who receive college level learning during training in the County of
Hawai`i, Hawai`i Fire Department.

A. REQUEST:
Prepare a resolution authorizing the Mayor to enter into an articulation agreement with the University of
Hawaii , Hawai`i Community College.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii Community College Fire Science Program prepares students with the academic knowledge for
entry employment in the Fire Service field. Upon completion of the program, students have the knowledge to
prepare for a career with federal, state and local fire and emergency service agencies with emphasis on
Structural Fire Fighting, Wildland Fire Suppression, Hazardous Materials Incidents, Fire Prevention and
Investigation, Fire Management and Administration, and the Incident Command System. Fire Science
faculty teach students according to the National Fire Protection Association (NFPA) and the National Wildfire
Coordinating Group (NWCG) standards.
The Hawaii Fire Department is responsible for fire protection and suppression, pre-hospital emergency
medical services, land and sea search and rescue, hazardous materials response, ocean safety, and fire
prevention and public education for the County of Hawaii. HFD Firefighters are trained according to NFPA
standards.
The purpose of the articulation agreement is to facilitate the process of awarding college credit for college-
level learning received during training in the County of Hawaii, Hawaii Fire Department. Moreoever, through
this agreement students will have the opportunity to reduce the potential problem of having to retake similar
courses, reduce the time it will take to complete a degree and reduce the amount of tuition and potential debt
students incur in pursuit of a college certificate of degree.

COUNTY OF HAWAII, HAWAII FIRE DEPARTMENT
Effective: August 2015
INTRODUCTION
In 2015,the Hawai'i State Legislature passed House Bill 981 (HB 981),which established within
the universities and community colleges of Hawai'i a mandate to establish a College-Credit
Equivalency Program whereby the universities and community colleges would assess students'
professional, educational, military and personal backgrounds to determine if their knowledge is
college-level and equivalent to courses offerred for credit at the University of Hawaii System.
Per current and previous legislation The University of Hawai`i Communty College System Policy
5.302 established a process through which college-level learning can be measured and awarded as
college credit. It is through this process that Hawai'i Community College (HawCC) will recognize
and award college credit relating to the HawCC Fire Science Program for relevant training
received at the County of Hawaii, Hawai'i Fire Department (HFD).
The HawCC Fire Science Program prepares students with the academic knowledge for entry

AGREEMENT AND PROCEDURES
1. Scope of Agreement
This Articulation Agreement applies to students who have completed training only at the County
of Hawaii, Hawaii Fire Department and or The National Fire Academy. HawCC agrees to award
credit for training listed in the table below.
2. Training Required and Number of Credits to be Awarded
The table below outlines the training credential(s) required in order to earn credit at HawCC via
this Articulation Agreement as well as the HawCC equivalent courses,their names and the number
of credits to be awarded.

3. General Guidelines for the Application and Award of Credits.
a. Student Eligibility
• All students who are admitted at HawCC and who are in active status with the college are
eligible to earn these credits.
b. Paramaters
• These credits shall not be used to meet the 12 credit minimum residency requirement for
graduation according to UHCCP 5.208 - Residency for Graduation.
• Credits awarded will not receive letter grades and will not carry any grade point average.
• Credits awarded will be recorded as "CR" for credit.

c.Transferability
• Credits awarded within the guidelines established in this agreement may transfer to
other University of Hawai'i Community Colleges and other institution of Higher Education
at the receiving instituition's discretion.
d. Campus Procedures
1. Students must submit training documents to HawCC's Fire Science Program Coordinator.
2. The Fire Science Program Coordinator will determinte document authenticity.
3. After authenticity is determined the Fire Science Program Coordinator will make copies
of training documents and submit copies of training documents and a Prior Learning
Assesment Credit Award Form to the Admissions &Records Office (ARO).
4. The ARO will process the Prior Learning Assesment Credit Award Form under the ARO's
current procedure for transfer credit evaluations of student college transcripts, foreign
institution transcripts, military transcripts,Advanced Placement and College Level
Examination Program (CLEP) transcripts accroding to HawCC Policy HAW 7.209 -
Transferring Credits from External Instituions.
5. The ARO will award credit using Instution Code: N039 - Hawai'i County Fire Department.
6. The ARO will notify students when the credit award is complete by posting a message to
students' STAR Academic Essentials Report in the Advisor Note section.
7. The ARO will maintain all documents pertainig to students per the ARO's records
management policies and procedures.

Provides students with a comprehensive initial introduction to suppression of structural fires.Introduces
definitions,terminology,and a brief history of structural fire suppression.Provides students with a basic
knowledge of fire behavior,how and what materials burn,extinguishment systems,and basic methods of
suppression. (3 lec hrs.)
Fire 101L—Essentials of Fire Suppression Laboratory(1)
PreReq:Eng 21 or ESL 21 or placement in Eng 102

A lab to accompany the Fire 101 lecture.Students will be provided with hands-on experience and instructed

Introduces definitions,concepts,theories,and principles of modern wildland fire control.Provides students
with an overall introduction to theory and application in basic wildland fire suppression,fire behavior,
wildland fire operations,suppression methods,tools,and equipment.An emphasis on safety.Completion of
this course meets current NWCG 310-1 standards for Firefighter Type 2,and the required training for
issuance of a Red Card. (3 lec hrs.)
Fire 156—Incident Command System(3)

Course describes the Incident Command System(ICS).Collectively,these features identify the unique quality
of ICS as management system for all emergency and planned event incidents.Principle features are:
management by objectives,chain of command,transfer of command,organizational flexibility,integrated
communications,common terminology,and developing an Incident Action Plan.In addition,Homeland
Security Presidential Directive-5 requires all federal,state and local agencies to adopt the National Incident
Management System(NIMS)which ICS is part of.(3 lec hrs.)
Fire 202—Fire Hydraulics(3)
PreReq:Fire 101;and"C"or better in Math 25 or"C"or better in Math 26 or placement in Math 100
Introduces terminology,definitions,and basic and complex formulas involved in fire service hydraulics.Helps
students gain an understanding of the complexities involved in modern apparatus pumping and water
delivery systems.Focuses on commonly used equipment and applying simple and complex mathematical
formulas(theory),plus standard rules applied in fire service to gain an overall understanding of hydraulics
and hydraulics application.(3 lec hrs.)
Fire 207—Hazardous Materials Awareness and Operations(3)
PreReq:Fire 153
Students are introduced to initial response for Hazardous Material Incidents.Upon completion,the student
will meet the training requirements of the National Fire Protection Association(NFPA),Office of Safety and
Health Administration(OSHA),and the Office of Domestic reparedness (ODP)to perform at the Awareness
and Operations level.Topics include:personal safety,regulations,toxicology,Incident Command System,
decontamination,chemical resources,initial response,assessment,and strategic and tactical options for
HAZMAT incidents.(3 lec hrs.)
Fire 215—Wildland/Urban Interface Operations(3)
PreReq:Fire 153 and Fire 157
An introduction to the strategies,tactics,techniques,tools,and safety considerations related to fire
operations in the wildland/urban interface.Involves aspects of suppression and prevention. (3 lec hrs.)
