Urge the State to locate its community facilities, such as public schools, in <br /> designated village/town centers, and to design them in conformance to the <br /> criteria applicable to the type of village/town center at that location. <br /> 3.3.3 Actions <br /> a. Develop a centrally-located, 24-hour,full service medical facility, with trauma <br /> care, in Puna. Establish multiple clinic level facilities offering primary medical <br /> anda dental services in village centers in Upper and Lower Puna. Expand <br /> existing County-funded transportation services to carry people from <br /> subdivisions to medical facilities. <br /> b. Promote multi-family housing—especially for those with special needs, such <br /> as the elderly— in designated regional or community village/town centers. <br /> The Puna CDP, Transportation Chapter and discussion under Traffic Demand Management, <br /> reads: <br /> The long-term remedy for the problem of commuter traffic is to transform the <br /> pattern of land use and economic activity to reduce the travel demand to Hilo and other <br /> destinations beyond Puna.
