No. 357/Bill No. 62 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 11:05 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 62, <br /> reports as follows: <br /> Bill No. 62, transmitted by Council member Dennis `'Fresh" Onishi via Communication No. 357 <br /> dated June 25, 2015, amends Article VI, Chapter 3, Section 6-3.4, of the Hawai`i County Charter <br /> (2014), relating to County Bands. <br /> The bill removes language specifying that bandmasters and band employees are appointed and <br /> exempt from civil service laws and classifications. <br /> Council Member Onishi explained that Bill No. 62 is a housekeeping measure to correct the <br /> Hawai`i County Charter. He noted that in the charter it states that the bandmaster is appointed <br /> by the mayor and band employees are appointed by the bandmaster. He said that removal of this <br /> language will bring the charter consistent with current practice. Mr. Onishi clarified that <br /> members of the county band are civil service employees pursuant to state law. <br /> Corporation Council Molly Stebbins appeared before your committee for questions. She <br /> confirmed that the bandmaster and band members are recruited and employed per civil service <br /> laws. <br /> Council Member Eoff questioned why this wasn't clarified in the charter back when a similar bill <br /> was presented but not passed. Council Members Chung and Wille expressed their support for <br /> removing Section 6-3.4 from the county charter in its entirety. Council Member Onishi stated <br /> that in the next council meeting he would propose an amendment to remove all of Section 6-3.4. <br /> PWPRC Rept. No.: 11 <br />
