The Hilo Community <br /> Development Plan has not been updated, and thus,the only relevant planning <br /> policy document still rests with the County General Plan. <br /> 1. General Plan <br /> The proposed request is not contrary to the General Plan's Land Use <br /> Pattern Allocation Guide (LUPAG)Map that defines the subject property <br /> and its immediately surrounding area for Low Density Urban. The most <br /> recent revisions to the General Plan(February 2005)did not make any <br /> changes affecting the subject site. The current designation on the LUPAG <br /> map is the same as when the subject property was initially zoned A-1 a <br /> The requested zoning would be consistent with the goals,policies, and <br /> standards of the General Plan document. <br /> For one, it may provide very limited short-term economic opportunities <br /> largely through the construction of any improvements required for the <br /> subdivision. More importantly,however, longer-term opportunities, <br /> although limited, could be created largely in the form of small-scale truck <br /> crops or nursery farms. In so doing,the resultant project should add <br /> revenues to the County and State coffers. <br /> The project intends to be more energy conscious through the installation <br /> of solar energy and design features to take advantage of the sun and wind <br /> patterns. <br /> Maintaining and improving the quality of the environment is important to <br /> the success of this project. The General Plan identifies five(5) areas of <br /> environmental concerns - air pollution,water quality, soil pollution, solid <br /> waste disposal, and noise pollution. As proposed,the project would not be <br /> violative of any of those objectives. <br /> Aside from vehicular transmission, air pollution associated with the <br /> project should be negligible. Rather than cesspools, septic system will be <br /> installed as part of any newly constructed residential dwelling. This <br /> should be sufficient to address groundwater or coastal water impacts. <br /> Being a residential project, it will also not be a noisy one. Further, it is <br /> unlikely that this site would be used as a processing plant, as it would be <br /> more economical to send products elsewhere. <br />
