DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 15. Subject Property: The 41.75-acre property is essentially vacant, with only a portion <br /> partially improved with landscaping associated with the Nani Mau Gardens. The <br /> property has access to Makalika Street and Awa Street. <br /> 16. Surrounding Land Zoning/Uses: Adjacent lands to the north, east across Railroad <br /> Avenue and the Nani Mau Gardens property to the southwest are zoned A-10a. A 6-lot <br /> subdivision is located to the east of the property and is zoned Family Agriculture(FA- <br /> la). Adjacent lands zoned A-3a consist of a 4-lot subdivision to the west and a 5-lot <br /> subdivision to the southeast. Mixed residential and agricultural uses surround the project <br /> site and the Nani Mau Gardens complex. <br /> 17. U.S.D.A. Soil Survey: Soil within the property is of the Papai series (rPAE),which <br /> consists of well-drained, thin, extremely stony organic soils over fragmental A`a lava. <br /> Permeability is rapid, runoff is slow and erosion hazard is slight. These soils are <br /> primarily in woodland. Small areas are used for pastures, orchards and truck crops. <br /> 18. Land Study Bureau Soil Rating: "E" or "Very Poor". <br /> 19. Agricultural Lands of Importance to the State of Hawaii(ALISH): Other Important <br /> Agricultural Lands. <br /> 20. Flood Zone: The property is located in Zone "X", which is an area determined by <br /> FEMA to be located outside of the 500-year floodplain. <br /> 21. Archaeological/Historic/Cultural Resources: There are no known archaeological sites <br /> or cultural features located within the property. <br /> 22. Flora/Fauna Resources: It is unlikely that threatened or endangered floral or faunal <br /> species are present on the property sue to previous grading activity. <br /> 23. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the property. <br /> UTILITIES AND SERVICES <br /> 24. Access: Primary access to the project site from the Hawaii Belt Road is provided by <br /> Makalika Street, a County-maintained roadway having a pavement width of 18 feet with <br /> 5-foot wide grass shoulders within a 50-foot wide right-of way.
