No. 443/Bill No. 84 PLACE: Council Chambers Hilo, Hawai`i TIME: 10:50 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawaii 96720 Your Committee on Public Works and Parks and Recreation,to which was referred Bill No. 84, reports as follows: Bill No. 84, transmitted by Public Works Director Warren H.W. Lee, via Communication No. 443 dated August 4, 2015, amends Chapter 24, Article 10, Division 5, of the Hawai`i County Code 1983 (2005 Edition, as amended), relating to parking. The bill amends Section 24-280 (No parking at anytime), Subsection (f), Kona, by extending the portion of Hina-Lani Street where parking is prohibited. Council Member Paleka voiced his concern as to whether there were provisions in the Hawai`i County Code for exemptions for emergencies to the "No parking at anytime" law. He stated that Hina-Lani Street is a very steep road and there are sure to be possible car break-downs. Council Chair Dru Kanuha spoke of the dangers of parking around the Ulu Wini housing complex area. He also requested clarification on whether Hina-Lani Street is a collector or connector road. Council Member Eoff informed the Council that parking on Hina-Lani Street is currently being relieved by expanding parking at the Ulu Wini housing complex.
