COUNTY OF HAWAII STATE OF HAWAII <br />BILL NO. 181 <br />Draft 2 <br />ORDINANCE NO. 98 17 <br />AN ORDINANCE AMENDING ARTICLE V OF THE HAWAII COUNTY CHARTER <br />RELATING TO THE EXECUTIVE BRANCH, THE MAYOR AND STAFF AGENCIES <br />CREATING A NEW DEPARTMENT. <br />BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br />SECTION 1. Purpose. The development of data processing and telecommunication <br />systems has experienced tremendous technological growth. The county currently handles its data <br />processing concerns through a division within the department of finance. Service demands by <br />various departments and agencies have expanded beyond the department of finance. The <br />purpose of this charter proposal is to establish a Data Systems Department to insure that the <br />county will be able to develop its data systems in a timely and efficient manner in keeping with <br />industry standards and practices. <br />SECTION 2. Article V of the Hawaii County Charter relating to Executive Branch, The <br />Mayor and Staff Agencies, is hereby amended by establishing the following department. <br />"CHAPTER <br />DATA SYSTEMS DEPARTMENT <br />Section . Organization. There shall be a department of data systems consisting of <br />the director of data systems and necessary staff. <br />Section . Appointment and Removal. The director of data systems shall be <br />appointed by the mayor, confirmed by the council and may be removed by the mayor. <br />Section . Qualifications. The director of data systems shall have had a minimum of <br />five years of experience in the field of electronic data processing, telecommunications <br />networking, and development, implementation and operation of business -oriented <br />applications, at least three years of which shall have been in an administrative and <br />managerial capacity in a computer system environment at least comparable to that of the <br />county's system. <br />
