shoulders, within an approximately 50-foot wide right-of-way. The General Plan <br /> identifies Hualalai Road as a collector street that normally requires a minimum right-of- <br /> way width of at least 60 feet. Project concept plans submitted by the applicant currently <br /> reflect two access points along Hualalai Road. The Depaitment of Public Works <br /> originally commented that Hualalai Road should be improved to a 60-foot right-of-way. <br /> Conditions suggested by DPW include realignment and full improvements to the entire <br /> frontage along Hualalai Road including right-of-way and pavement widening with <br /> concrete curb, gutter and sidewalk, drainage improvements, and any relocation of <br /> utilities. They also suggest limiting access from Hualalai Road to one approach with a <br /> possible additional access that shall be barricaded and used for emergency purposes only. <br /> 25. Water: The site is serviced by the County water system. According to the Depailiuent <br /> of Water Supply, they have no objections to the time extension request as there is water <br /> allocated to the property. <br /> 26. Wastewater: The Department of Environmental Management-Wastewater Division <br /> commented the applicant conduct a sewer study in accordance with the then applicable <br /> wastewater system design standards prior to approval to connect to the County sewer <br /> system. Applicant shall provide such sewer line or other facility improvements as the <br /> Director of DEM may reasonably require, which the sewer study may indicate. In an <br /> email from Dora Beck with DEM, she confirmed that the applicant has satisfied the <br /> requirements per the Wastewater Division comments but noted that an updated sewer <br /> study would be required if the wastewater flow contribution has changed from what was <br /> shown in the August 2014 report. <br /> 27. Solid Waste: The nearest landfill is the West Hawai`i Landfill at Pu'uanahulu, which <br /> was designed to serve as the regional solid waste disposal facility. <br /> 28. Utilities: Telephone and electrical services are already available to the site <br /> 29. Protective Services: All protective services are available within 5 miles of the property <br /> in Kailua-Kona. <br /> AGENCIES' COMMENTS <br /> 30.
