To the south are properties zoned A-la and further south are properties zoned RM-2 and RM-4. To the west are properties zoned V- 1.25 and V-.75. To the north are properties zoned CV-7.5. The request is not contrary to Zoning Code and is not contrary to the original reasons for granting the change of zone. The property is located within an area served with essential services and facilities such as water, and other utilities. Conditions of Ordinance No. 05-74 requires the applicant to provide extensive roadway and right-of- way improvements to Hualalai Road and extension and connection to the County's sewer system. Based on the above discussion, the granting of the amendment request continues to be consistent with, and not contrary to, the General Plan, Kona CDP, Zoning Code, and the original reasons for granting the change of zone. Based on the above findings, it is recommended that a favorable recommendation of the applicant's request to amend Change of Zone Ordinance 05-74,be forwarded to the Hawaii County Council. Although the applicant has submitted a request for a 5-year time extension, the project is large in scale and consists of two phases. As an alternative, the Planning Department is recommending a time extension of ten(10) years to complete construction for the two-phased project, which would be more appropriate give the size of the project and related infrastructure improvements. For your favorable consideration, an amendment to the Ordinance No. 05-74 is herewith transmitted.
