To the southeast is The Pines <br /> residential complex, which is zoned RM-4. To the south are properties zoned A-la and <br /> further south are properties zoned RM-2 and RM-4. To the west are properties zoned V- <br /> 1.25 and V-.75. To the north are properties zoned CV-7.5. <br /> The request is not contrary to Zoning Code and is not contrary to the original <br /> reasons for granting the change of zone. The property is located within an area served <br /> with essential services and facilities such as water, and other utilities. Conditions of <br /> Ordinance No. 05-74 requires the applicant to provide extensive roadway and right-of- <br /> way improvements to Hualalai Road and extension and connection to the County's sewer <br /> system. <br /> Based on the above discussion, the granting of the amendment request continues <br /> to be consistent with, and not contrary to, the General Plan, Kona CDP, Zoning Code, and <br /> the original reasons for granting the change of zone. <br /> Based on the above findings, it is recommended that a favorable <br /> recommendation of the applicant's request to amend Change of Zone Ordinance <br /> 05-74,be forwarded to the Hawaii County Council. <br /> Although the applicant has submitted a request for a 5-year time extension, the <br /> project is large in scale and consists of two phases. As an alternative, the Planning <br /> Department is recommending a time extension of ten(10) years to complete construction <br /> for the two-phased project, which would be more appropriate give the size of the project <br /> and related infrastructure improvements. <br /> For your favorable consideration, an amendment to the Ordinance No. 05-74 is herewith <br /> transmitted. <br />
