COUNTY OF HAWAII STATE OF HAWAII <br />BILL NO. 1 rg <br />ORDINANCE NO. 97 159 <br />AN ORDINANCE AMENDING CHAPTER 2 OF THE HAWAFI COUNTY CODE 1983 <br />(1995 EDITION) TO ENCOURAGE THE PROPER USE AND SPELLING OF <br />HAWAIIAN WORDS AND TERMS. <br />BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAFI: <br />SECTION 1. Findings and Purpose. In 1992, the Legislature enacted Act 169 <br />recognizing that by law, there are two official languages in this State, English and Hawaiian. <br />The orthography developed by scholars at the University of Hawai'i includes the use of macrons <br />and glottal stops in the spelling of the Hawaiian language, which are symbols commonly used in <br />local publications and by the counties in street signs for streets having Hawaiian names. The <br />Legislature found that leaving out the glottal stop, a consonant in the Hawaiian language, <br />changes the meaning of the word. Therefore, using symbols that aid in the correct pronunciation <br />of those words in written documents that spell Hawaiian words, helps to preserve the Hawaiian <br />language and the culture of the people of this State. The Council concurs with the Legislature's <br />findings. <br />The purpose of this ordinance is to formally authorize and encourage the use of macrons <br />and glottal stops whenever words or terms in the Hawaiian language are used in documents by or <br />for county agencies and officials. <br />SECTION 2. Article 1, Chapter 2 of the Hawai'i County Code 1983 (1995 Edition) is <br />hereby amended by adding a new section which shall read as follows: <br />"Section 2_ Hawaiian language; smelling, The County shall gncourage the pm= <br />languageuse and correct 5pelling of wor -aiian da or terms in the Hgw <br />for coun )r fficials, including 111Q use of macrons and glottal stops. Any rulc. order, <br />ply or other act nffrial or otherwise, that prohibits or discourages the uag of these symbols <br />shall be void." <br />SECTION 3. New material is underscored. In printing this ordinance, the underscoring <br />need not be included. <br />SECTION 4. In the event that any portion of the ordinance is declared invalid, such <br />invalidity shall not affect the other parts of this ordinance. <br />
