COUNTY OF HAWAII STATE OF HAWAII <br />BILL NO. 138 <br />ORDINANCE NO. <br />AN ORDINANCE TO INITIATE AN AMENDMENT TO ARTICLE XIII, SECTION 13-28, OF <br />THE HAWAII COUNTY CHARTER (1991), RELATING TO THE SALARY COMMISSION. <br />BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br />SECTION 1. Purpose. The County Council finds that executive compensation should be <br />'de -politicized' to the extent possible by placing the responsibility for setting salaries of executives <br />with the Salary Commission. In transferring the establishment of executive salaries from the County <br />Council to the Salary Commission, the Council also recognizes the need to encourage long-term <br />careers in government by attracting employees who seek career development. In addition, the public <br />sector must be competitive with the private sector in compensation. The Salary Commission would <br />be able to foster these objectives. Other changes in Section 13-28(b) are to improve readability. <br />SECTION 2. Article XIII, Section 13-28 of the Hawaii County Charter is amended to read <br />as follows: <br />"Section 13-28. Compensation; Salary Commission. <br />(a) [The salary of all county elected officials shall be established by a salary commission <br />which shall consist of nine members appointed by the mayor with the approval of the council, in the <br />manner prescribed in Section 13-4(b). The members may be removed in the manner prescribed in <br />Section 13-4(b).] The salary commission shall establish the salary of all county elected officials. the <br />managing director. deputy managing director, housing administrator safely coordinator. band <br />directorcounty physicianscounty clerkdeputy county clerk. legislative auditor. and department <br />heads, along with the deptIty department heads. of departments described in articles V through <br />of this charter. <br />(b) The commission shall consist of nine members, [six of whom] appointed by the <br />mavor with the approval of the council in the manner prescribed in Section 134(6). Six members <br />shall be representatives of the county geographical areas of Puna, Ka'u, Kona, Kohala, Hamakua <br />and Hilo, and three [of whom] members shall be representatives of the county -at -large. In addition, <br />the civil service director and deputy civil service director shall serve as ex -officio members of the <br />
