General Discussions <br /> • We are requesting a change in zone from RS to CN to allow for the construction of a new <br /> facility and leasable space. <br /> The property has been a production/retail facility for a Kamaaina Company that has been <br /> in perpetual existence in Hilo since 1936. This business has been at its current site since <br /> 1946. Given the current County Planning Requirements, the existing operation is non- <br /> compliant. The owner's intent is to bring the property into compliance and to continue <br /> the operation as is. <br /> By bringing the property into compliance with the Planning Requirements, the owners <br /> will be able to proceed with much needed upgrades to help meet current health and safety <br /> codes and standards. The property is currently "grandfathered" as a non conforming use. <br /> Minor repairs and renovations are allowed to the facility under current County <br /> regulations; however, the extent of the repairs required to the structure of the facility will <br /> exceed the allowable limit set by the County. <br /> Allowing the change of zone request will allow the owners to proceed with making the <br /> property conform to the current County requirements, which will allow the owners to <br /> proceed with the required repairs and upgrades to bring the facility up to current health <br /> and safety standards. <br /> • The trend in the area is towards commercial use all properties surrounding this property <br /> are currently zoned some type of commercial or in the process of a request for change of <br /> zoning. The business has been in operation at the same site since 1946. The surrounding <br /> properties at that time were residential. The impact of this request for change of zone <br /> would be further minimized due to the fact that most properties in the surrounding area <br /> are already commercially zoned or in the process of becoming commercially zoned. <br /> • The LUPAG map designates the site as Medium Density, a designation that allows for <br /> the proposed zoning change to CN. There are several other properties adjacent to within <br /> close proximity to this site that currently have similar zoning as is being requested. <br /> • The requested zoning would be consistent with the goals, policies, and standards of the <br /> Economic and Land Use Elements of the General Plan. Specifically, the more pertinent <br /> ones follow: <br /> o Provide residents with opportunities to improve their quality of life. <br /> o Economic development and improvement shall be in balance with the physical <br /> and social environments of the island of Hawaii. <br /> o The County of Hawaii shall strive for diversity and stability in its economic <br /> system. <br /> 8 <br />
