o Off street parking and loading facilities shall be provided. <br /> o Commercial development shall maintain or improve the quality of the present <br /> environment through the consideration of visual, access, landscaping, and other <br /> design elements in their development. <br /> o Preference shall be given to commercial lands with reasonable level topography. <br /> • Courses of Action (South Hilo) <br /> o Appropriately located commercial lands shall be allocated as the need arises <br /> • As the City of Hilo continues to grow, there is a need for more commercially zoned <br /> lands. This is evident by some of the recent commercial re-zonings and their <br /> development on the outskirt of traditional central business core of Hilo, This request also <br /> reflects this demand. <br /> The subject site, in addition to attempting to meet this need, also fulfills other policies <br /> and standards articulated in the General Plan. <br /> The site is already serviced by adequate infrastructure. County water and sewer lines are <br /> already available. Police and fire protective services are available within two miles of the <br /> site. This development should not require additional public serviced to be provided. <br /> The site does not have any on-site development constraints. The land is relatively level, <br /> and there are no flood or other hazardous conditions that would render the site a <br /> developmental problem and pose a burden to the public agencies. <br /> Being developed, the prospects of the site serving as a habitat for rare or endangered <br /> plant or animal life appear remote. Likewise, surface and subsurface archaeological <br /> remains do not appear to be likely on this site. <br /> The use is also compatible with the surrounding area. There are churches, several <br /> commercial complexes, apartments, restaurants, office buildings and a manufacturing <br /> plant all within 500 feet of the site. The area is currently undergoing a change from <br /> residential to commercial; therefore, this project is compatible with the current trend in <br /> the area.
