The property is <br /> designated Urban by the Land Study Bureau's Productivity Rating. The Hilo Community <br /> Development Plan(CDP), adopted in 1975, suggests residential uses in this area. <br /> However, this area is transitioning to higher density commercial type uses. The proposed <br /> change of zone would complement the existing commercial land uses that already exist in <br /> this area and will provide for an orderly development of the area. <br /> The property is 22,000 square feet in size and is rectangular in shape. The <br /> property is located at 717 Manono Street in the Waiakea House Lots. The parcel has <br /> been the location of an existing dwelling that was constructed in 1925, as well as the <br /> Atebara Chips business since 1946. The land uses in the area are a mix of residential and <br /> commercial uses. The Manono Street Marketplace is located adjacent to the property to <br /> the north, which is zoned CN-20. Rezonings in the area from Single-Family Residential <br /> (RS) to Neighborhood Commercial (CN) include adjacent properties to the north and <br /> south, and other properties to the northwest across Manono Street and to the southeast. <br /> Businesses include the Manono Street Marketplace, Big Island Candies, Kilauea <br /> Kreations II, and others. <br /> All utilities and services are available to the site. Access to the project site will <br /> be from Manono Street, which is a County owned and maintained roadway and identified <br /> as a secondary arterial with an existing right-of-way width of 60 feet fronting the <br /> property. The Department of Public Works (DPW)has recommended that the applicant <br /> provide improvements to the property's entire Manono Street frontage consisting of,but <br /> not limited to, pavement widening with concrete curb, gutter, and sidewalk, drainage <br /> improvements, and any required utility relocation. The project will connect to the existing <br /> County sewer system. County water is available to the property from Manono Street <br /> fronting the property. <br /> The property has no severe geological or topographical problems which cannot be <br /> rectified or which would render the land unusable. The project site is located within Zone <br /> "X", area determined to be outside the 500-year floodplain. All development generated <br /> storm run-off shall be disposed of on-site and not allowed onto adjacent properties or <br /> roadways. <br />
