No. 493/Bill No. 100 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 2:00 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Environmental Management, to which was referred Bill No. 100, reports as <br /> follows: <br /> Bill No. 100, transmitted by Council Member Margaret Wille via Communication No. 493 dated <br /> September 30, 2015, amends Chapter 20, Article 5, Sections 20-50 and 20-52 of the Hawai`i <br /> County Code 1983 (2005 Edition, as amended), relating to Refuse. <br /> Two members of the public testified in support of Bill 100. <br /> Council Member Wille commented that the bill will give the Director of Environmental <br /> Management ability to authorize waste to be transported to alternative landfills. Council Member <br /> Wille would like to move the bill forward as written. <br /> Council Member Karen Eoff asked if biodegradable plastics would be separated out. Bobbie Jean <br /> Leithead Todd, Director of Environmental Management, replied there are two forms of plastics: <br /> 1) plastics made from renewable materials; and 2) plastics made from petro-chemicals. Director <br /> Todd does not want to "lump out"plastics made from plant materials. <br /> Environmental Management Commission Chair Tom Randle commented that Bill 100 is on the <br /> October 28 Commission agenda. <br /> Council Member Dennis "Fresh" Onishi asked Corporation Counsel Molly Stebbins if any <br /> amendments need to go to Environmental Management Commission. She commented that <br /> Bill 100 has been drafted in response to the Commission's comments and recommendations to <br /> Bill 33, also related to Refuse, so further amendments would not need to go back to the <br /> Commission. <br /> EMC Rept.
