COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 327 15 <br /> A RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO ENTER INTO <br /> NEGOTIATIONS FOR THE ACQUISITION OF TAX MAP KEYS (3) 5-2-007:004 AND <br /> 027 AND (3) 5-3-007:022, 023, 026, 032, AND 033 KNOWN AS THE HAPU`U TO <br /> KAPANAI`A CULTURAL CORRIDOR IN NORTH KOHALA, PURSUANT TO <br /> CHAPTER 2, ARTICLE 42 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, <br /> AS AMENDED). <br /> WHEREAS, Chapter 2, Article 42 of the Hawai`i County Code established the Public <br /> Access, Open Space, and Natural Resources Preservation Fund; and <br /> WHEREAS, Section 2-215 of the Hawai`i County Code established the Public Access, <br /> Open Space, and Natural Resources Preservation Commission ("the Commission"); and <br /> WHEREAS, Section 2-217 of the Hawai`i County Code provides, in pertinent part, that <br /> the Commission's first duty and responsibility is, "To develop and submit to the mayor, an initial <br /> island-wide prioritized list of qualifying lands worthy of preservation...Priorities shall be listed <br /> on an island-wide rather than district basis."; and <br /> WHEREAS, on December 26, 2014, the Commission submitted its 2014 Annual Report <br /> to the Mayor citing the purchase of the Hapu`u to Kapanai`a Cultural Corridor in North Kohala <br /> as the number two priority; and <br /> WHEREAS, Communication No. 163 from the Mayor, dated February 25, 2015, <br /> recommends that the Council accept the prioritized list as presented by the Commission; and <br /> WHEREAS, the Hapu`u to Kapanai`a Cultural Corridor consists of seven distinct parcels <br /> totaling 166.684 acres with three of the total of four property owners expressing an interest in a <br /> preservation sale; and <br /> WHEREAS, the Hapu`u to Kapanai`a Cultural Corridor includes significant cultural and <br /> archeological sites, including burials and the remnants of the earliest culture of Hawaiian <br /> settlement such as the Kapalama heiau, one of the largest platform (347' x 314'), pavement type <br /> heiau on the island of Hawai`i; and <br /> WHEREAS, the Hapu`u to Kapanai`a Cultural Corridor is Kamehameha I's kulu iwi (his <br /> home land) and includes numerous sites important in his rise to power, including the Hale 0 <br /> Ka`ili heiau built and dedicated by Kamehameha Ito the war god Kuka`ilimoku and a 450 to <br /> 500-foot canoe roadway/ramp from the top of a 100-foot pali to Kapanai`a Bay and a large canoe <br /> launching site; now, therefore, <br />
