SCHEDULE A Exhibit II <br /> Grant No: <br /> PROBLEM STATEMENT <br /> Idents the traffic safety related problem or deficiency that the proposed grant is intended to correct. Idents and gather <br /> appropriate data relevant to the problem. Collision/fatalities data appropriate to the identified problem and a brief <br /> analysis of the data is required When available, three years of data should be presented and analyzed When identifying <br /> the problem, take into consideration changes in population, traffic patterns and other demographic dynamics that may <br /> affect traffic safety. <br /> The Leica ScanStation is a 360-degree laser scanner and panoramic camera that quickly photographs and measures critical <br /> and fatal motor vehicle collision scenes,allowing investigators to reopen closed roads more quickly. The device also <br /> allows investigators to create three-dimensional diagrams using the resulting data. <br /> The Leica ScanStation PS30 and accompanying training allows the motor vehicle collision investigators to create realistic <br /> and professional three-dimensional recreations of vehicle-related crime scenes.The diagrams are prepared in such minute <br /> detail that some of their subtleties may not be realized by the naked human eye until long after the crime scene has been <br /> released. Since the Leica ScanStation PS30 has been accepted in court,these diagrams can be used by prosecutors,judges, <br /> and juries at trial. <br /> Currently,the forensic mapping equipment being used will collect,on the average,350 data points per scene. The new <br /> Leica system will collect more than 10 million points at a crash scene, which will provide a more detailed and accurate <br /> Motor Vehicle Collision Diagram for investigators and prosecutors. <br /> GRANT GOALS <br /> Goals serve as the foundation upon which the grant is built. Goals are what you hope to accomplish by implementing a <br /> traffic safety grant and represent an end result. Grant goals should be stated in measurable terms (i.e., a percent <br /> reduction), be concise and deal with a specific item, be realistic with a reasonable probability of achievement, and be <br /> related to a specific time frame (a "by"date). Please notate baseline from which the reduction/increase will result. <br /> The HPD's goals in FFY 2016 in this area are: <br /> • To reduce the time it takes to reopen the roadway after a fatality investigation from 6 hours to 3 hours. <br /> • To improve the completeness,consistency, and accuracy of the Motor Vehicle Accident Report diagram in fatal <br /> Motor Vehicle Collision(MVC)reports by September 30, 2016. <br /> GRANT OBJECTIVES <br /> Objectives are tasks or activities conducted in order to accomplish the grant goal(s) (e.g., develop permanent fitting <br /> stations for child restraints, enforcement activities, educational activities, etc.). Grant objectives should be stated in <br /> measurable terms (i.e., a percent reduction, number of training to be held, number of roadblocks, etc.), be concise and <br /> deal with a specific item, be realistic with a reasonable probability of achievement, and be related to a specific time frame <br /> (a "by"date). Please notate baseline from which the reduction/increase will result. <br /> To accomplish this strategy,the HPD will achieve the following objectives in FFY 2016: <br />
