RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO NEGOTIATE A LEASE <br /> OF REAL PROPERTY, OLD JOB CORPS SITE, SITUATE AT PI`IHONUA, SOUTH HILO, <br /> COUNTY AND STATE OF HAWAII, IDENTIFIED AS TAX MAP KEY: (3)2-3-026:008, TO <br /> THE HAWAII COUNTY ECONOMIC OPPORTUNITY COUNCIL <br /> WHEREAS, pursuant to Executive Order No. 3773 setting aside land for public <br /> purposes, the County of Hawai`i has control and management of real property described as <br /> Parcel "A" of Tax Map Key: (3)2-3-026:008, situate at Pi`ihonua, South Hilo, County and State <br /> of Hawai`i consisting of 24.947 acres, for use as a government office and community services <br /> site; and <br /> WHEREAS, Hawai`i County Economic Opportunity Council ("HCEOC"), a non-profit <br /> organization, desires to lease a portion of that real property consisting of 2.263 acres referred to <br /> as the "Old Job Corps" site and delineated on Exhibit"A" attached hereto, for purposes of <br /> construction and development of a self-sustainable botanical garden, visitor center and other <br /> related purposes; and <br /> WHEREAS, HCEOC intends that the garden and visitor facilities serve as a visitor <br /> attraction to educate visitors about Hawai`i's fragile and unique natural environment; a training <br /> facility for low-income trainees in the maintenance of native landscapes and the cultivation of <br /> rare and endangered plants; and a community service site for at-risk high school students, college <br /> botany students and other members of the community; and <br /> WHEREAS, Article 19, Section 2-120 (a) (2) of the Hawai`i County Code, provides that <br /> the Council of the County of Hawai`i may, by resolution approved by a majority of members, <br /> direct the Finance Director to negotiate the disposition of real property by leasing it to nonprofit <br /> organizations, at such rentals and on such terms and conditions as deemed proper; and <br /> 2 <br />
