REQUEST: <br /> The Department of Research and Development wishes to obtain authorization for a grant of$250,000 to <br /> PATH Peoples Advocacy for Trails Hawai'i. Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawaii <br /> County Code (2005 Edition as amended) states, grants in excess of$25,000 to nonprofit organizations shall <br /> specifically identify the organization receiving the grant funds and the purpose for which the grant funds shall <br /> be used in an ordinance or resolution. PATH Peoples Advocacy for Trails Hawaii, a 501(c)3 organization, <br /> would use the funds to develop and implement a Bike Share pilot project for Hawai'i Island, specifically <br /> Kailua-Kona. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> PATH Peoples Advocacy for Trails Hawai'i (PATH) has the reputation of being the leader in biking and trail <br /> advocacy in Hawai'i County. The organization is the only known reseller of the Bike Share program on the <br /> island; they understand our island's infrastructure and has the best interests of our island in mind. Funds for <br /> this project will be used towards the Bike Share equipment, setup and management of the program, <br /> outreach and marketing plan, communication system (web, mobile, app) and data collection. <br /> Three bike stations with 10-11 bikes per station will service Kailua-Kona. Three sites have been identified: <br /> the Kailua Pier in the Kamakahonu Beach area, Hale Halawai and either the Kona Community Aquatics <br /> Center/Gym or a location adjacent to one of the Alii Drive beach parks. <br /> In addition to PATH, partners in this project are: State DLNR, HTA, Big Island Visitor's Bureau, Kaiser <br /> Permanente, Bikeworks, Mayor's Active Living Advisory Council, Destination Kona Coast,Kailua Village <br /> Business Improvement District, and various county departments <br /> This pilot project is also designed to determine the demand for a full Bike Share program; identify additional <br /> service areas, alert future potential vendors of managing/sponsorship opportunities for a Hilo Bike Share <br /> program and develop actual ridership and revenue forecasts. <br /> SIGNED: DATE: 1/11/16 <br /> Department Head <br />
