D. Any vacancy may be filled upon the recommendation of <br />the Commission and approval of the mayor. <br />E. Members shall receive no compensation but shall be <br />reimbursed mileage and other expenses as pre -approved <br />by the Commission. <br />SECTION 35-3. The Commission shall have the authority to <br />establish its rules of procedure for the conduct of its <br />business, which shall contain the time and place of all regular <br />or special meetings. It shall specify that a quorum shall be <br />at least 50% of the total Commission's membership. <br />SECTION 35-4. Before entering upon each members' duties, <br />each commission shall subscribe to an oath of affirmation <br />before a person duly qualified to administer said oath. <br />SECTION 35-5. All proceedings of the Committee shall be <br />in conformation to the requirements of the Hawaii Revised <br />Statutes, Chapter 92, Public Agency Meetings and Records <br />(Sunshine Law). <br />SECTION 35-6. Powers and Duties of the Commission. <br />A. It shall be the duty of the Commission to act in an <br />advisory capacity to the mayor concerning matters <br />pertaining to the subject of domestic and family <br />violence and the Commission's effort to reduce and <br />prevent domestic and family violence in the County of <br />Hawaii, to act to improve upon the services to victims <br />and their families, to increase public awareness and <br />education about family violence throughout the Island <br />
