REPORT OF THE <br /> COMMITTEE ON PUBLIC SAFETY <br /> AND MASS TRANSIT <br /> DATE: February 2, 2016 Re: Comm.No. 630 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:10 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Safety and Mass Transit,to which was referred Comm.No. 630, <br /> reports as follows: <br /> Communication No. 630, transmitted by Mayor William P. Kenoi, dated January 4, 2016, <br /> requests review and favorable recommendation of the nomination of Ms. Marcella St. Ambrogio <br /> of Council District 1 to the County of Hawai`i Fire Commission. <br /> After the close of public testimony, Deputy County Clerk, Jon Henricks, read Comm. No. 630 <br /> into the record, preceding a motion made by Mr. Ilagan and seconded by Ms. David to approve <br /> the nomination. Executive Assistant to Mayor Kenoi, Ms. Charmaine Shigemura, introduced <br /> and provided background information on Nominee St. Ambrogio, expressed the Mayor's <br /> support, and requested Council's favorable action of this appointment. <br /> Ms. St. Ambrogio is an 11-year resident of Hawai`i. She is an active retiree, who volunteers as <br /> the Neighborhood Watch Liaison for Hawai`i Island, and the Community Safety Educator for the <br /> Prosecutor's Office. Ms. St. Ambrogio also volunteers with the Board of Health's Medical <br /> Reserve Corp., and she is the Hawai`i Police Department-VASH Liaison. She states that she is <br /> not affiliated with any political party. If confirmed, she will serve a term to expire on <br /> December 31, 2020, replacing Carol Ignacio, whose term expired on December 31, 2015. <br /> Ms. St. Ambrogio appeared in front of Your Committee and stated that she is honored and <br /> blessed to receive such nomination, and that as a commissioner whilst visiting neighborhood <br /> watch group, she plans to make stops at nearby firehouses to gather understanding. She <br /> concluded her statement with a form"shouldn't waste minutes." <br /> During discussion, Your Committee expressed confident support and gratitude for <br /> Ms. St. Ambrogio's interest and willingness to serve on the Fire Commission. Although, <br /> Mr. Onishi expressed that the Police Commission would be more of an appropriate placement <br /> given Ms. St. Ambrogio's background and experience. Following Mr. Onishi's statement, Your <br /> Committee expressed in full confidence due to their individual encounters with Ms. St. Ambrogio <br /> in dire times of community concern, especially regarding public safety. Your Committee also <br /> complimented Ms. St Ambrogio by stating that she will make a monumental difference and impact <br /> anywhere. Your Committee agreed that Ms. St. Ambrogio is not required to appear at final <br /> confirmation before the full Council. <br /> PSMTC Rept. No.: 11 <br />
