REPORT OF THE <br /> COMMITTEE ON PUBLIC SAFETY <br /> AND MASS TRANSIT <br /> DATE: February 2, 2016 Re: Comm.No. 630 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:10 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Safety and Mass Transit, to which was referred Comm. No. 630, <br /> reports as follows: <br /> Communication No. 630, transmitted by Mayor William P. Kenoi, dated January 4, 2016, <br /> requests review and favorable recommendation of the nomination of Mr. Scott Susman of <br /> Council District 8 to the County of Hawai`i Fire Commission. <br /> After the close of public testimony,Deputy County Clerk, Jon Henricks, read Comm. No. 630 <br /> into the record, preceding a motion made by Ms. Eoff and seconded by Ms. David to approve the <br /> nomination. Executive Assistant to Mayor Kenoi, Ms. Charmaine Shigemura, introduced and <br /> provided background information on Nominee Susman, expressed the Mayor's support, and <br /> requested Council's favorable action of this appointment. <br /> Mr. Susman is a 43-year resident of Hawai`i. He retired from the Hawai`i Fire Department in <br /> 2004, where he was employed for 25 years as a Paramedic, Rescue person, Engineer, and Fire <br /> Captain. Mr. Susman is the Kaloko Neighborhood Watch coordinator. He states that he is not <br /> affiliated with any political party. If confirmed, he will fill a vacant term that will expire on <br /> December 31, 2019. <br /> Prior to discussion, Mr. Susman appeared in front of Your Committee with an opening statement <br /> expressing gratitude for the nomination. He also shared that this is a civic duty he put off for <br /> many years but has come to realization he may not have as much time as he had thought. He <br /> also shared in confidence he would follow Ms. St. Ambrogio's lead given the praising comments <br /> presented during her time before Your Committee. Mr. Susman indicated that he advocated for a <br /> Fire Commission approximately 15 years ago. He concluded his statement that he will do all he <br /> can to make sure the Fire Commission is in full service. <br /> During discussion, Your Committee expressed confident support and gratitude for Mr. Susman's <br /> interest and willingness to serve on the Fire Commission. Your Committee praised Mr. Susman <br /> for his "full circle"testimony advocating for the Fire Commission and now being able to act as a <br /> commissioner. Mr. Susman was also complimented for his references provided in his <br /> application. Mr. Chung mentioned he inquired with resources familiar with Mr. Susman, and <br /> received nothing but words of affirmation. Your Committee agreed that Mr. Susman is not <br /> required to appear at final confirmation before the full Council. <br /> PSMTC Rept. No.: 12 <br />
