REPORT OF THE <br /> COMMITTEE ON PUBLIC SAFETY <br /> AND MASS TRANSIT <br /> DATE: February 2, 2016 Re: Comm.No. 631 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:10 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Safety and Mass Transit, to which was referred Comm.No. 631, <br /> reports as follows: <br /> Communication No. 631, transmitted by Mayor William P. Kenoi, dated January 4, 2016, <br /> requests review and favorable recommendation of the nomination of Mr. Riley Smith to the <br /> Hawai`i County Liquor Adjudication Board. <br /> After the close of public testimony, Deputy County Clerk, Jon Henricks read Comm. No 631 into <br /> the record, preceding a motion made by Ms. Wille and seconded by Ms. Poindexter to approve <br /> the nomination. Executive Assistant to Mayor Kenoi, Ms. Charmaine Shigemura, introduced <br /> and provided background information on Nominee Smith, expressed the Mayor's support, and <br /> requested Council's favorable action of this appointment. <br /> Mr. Smith is a lifelong resident of Hawai`i. He is the President of the Lanihau Properties. <br /> Mr. Smith recently completed a 41/2 year term as a member of the Hawai`i County Liquor <br /> Commission. Mr. Smith is currently the president of the North Hawai`i Rotary and the Kailua <br /> Village Business Improvement District. He is a member of the South Kohala CDP (Community <br /> Development Plan) Steering Committee and the Committee Chair of the Kona Kohala Chamber <br /> Environmental Committee. Mr. Smith states that he is not affiliated with any political party. If <br /> confirmed, he will serve a term that ends on December 31, 2020, replacing Claude Onizuka, <br /> whose term expired in December, 2015. <br /> Prior to discussion, Mr. Smith appeared in front of Your Committee, via videoconferencing from <br /> Kona, with an opening statement sharing his continuous encouragement to his community and in <br /> his family to be active members within their respective communities. <br /> During discussion, Your Committee expressed confident support and gratitude for Mr. Smith's <br /> interest and willingness to serve on the Liquor Adjudication Board. Ms. Poindexter inquired the <br /> difference between the Liquor Commission and the Liquor Adjudication Board, which Mr. Smith <br /> provided clarity in response. Mr. Chung complimented Mr. Smith as a"top shelf' character due <br /> to reviews received from Liquor Commissioners. Ms. Eoff noted that"we all make up the <br /> community." Your Committee agreed that Mr. Smith is not required to appear at final <br /> confirmation before the full Council. <br /> PSMTC Rept. No.: 13 <br />
