F'� <br /> RESOLUTION NO. 399 16 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BASIC IMAGE, INC., <br /> FOR THE 12TH ANNUAL HONOLI`I & HAKALAU PAKA ALOHA HONUA SURFING <br /> CLASSIC. <br /> WHEREAS, Basic Image, Inc., is a 501(c)(3) nonprofit organization that mentors youth <br /> by example and works together to build positive relationships within the community; and <br /> WHEREAS, Basic Image, Inc., partners with schools and other groups to maintain living <br /> classrooms at two of its adopted parks, Honoli`i and Hakalau Bay; and <br /> WHEREAS, with the help of the Department of Parks and Recreation, Basic Image, Inc., <br /> is coordinating the 12th Annual Honoli`i & Hakalau Paka Aloha Honua Surfing Classic, a festival <br /> that celebrates and embraces the value of aloha honua and malama `aina; and <br /> WHEREAS, the 12th Annual Honoli`i & Hakalau Paka Aloha Honua Surfing Classic is <br /> part of a continuing public awareness and educational campaign designed to inform communities <br /> of the key role they play in protecting and preserving Hawai`i's parks and coastal regions; and <br /> WHEREAS, this annual observance is a day to celebrate the past year's <br /> accomplishments and to recognize and thank volunteers and the community who are working <br /> together to restore Honoli`i & Hakalau Paka; and <br /> WHEREAS, festival activities include a service project, interactive booths, guest <br /> speakers, surf contest, and a garden walk/tour; and <br /> WHEREAS, there will also be music, art, entertainment, ono food and local culture <br /> featuring some of the best that the Big Island of Hawai`i has to offer; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; and <br /> WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to <br /> the Department of Parks and Recreation to provide a grant to Basic Image, Inc., for refreshments, <br /> volunteer t-shirts, tents, rental equipment, competitor jerseys, awards, liability insurance and <br /> other miscellaneous materials and supplies associated with the event; now, therefore, <br />
