<br />The mayor, for positions in the executive branch, the council chair, for
<br />positions in the legislative branch, and the prosecuting attorney, after the
<br />effective date of this ordinance, may move an employee covered by this pay
<br />plan beginning at Step A or the employee's existing compensation level,
<br />whichever is applicable, at a rate of no more than two steps for fiscal year
<br />1997-98 and one step per fiscal year thereafter, provided that additional step
<br />movements or raises shall be authorized only if approved by resolution of the
<br />council.
