4oJ�`�os`M��ji <br /> COUNTY OF HAWAII :+: / • STATE OF HAWAII <br /> '.•8.....Met '•,` <br /> •• <br /> 4 GF•M,i, <br /> RESOLUTION NO. 442 16 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE WAIAKEA <br /> HIGH SCHOOL PARENT TEACHER STUDENT ASSOCIATION FOR THE 2016 <br /> WAIAKEA HIGH SCHOOL PROJECT GRAD NIGHT. <br /> WHEREAS, the Waiakea High School Parent Teacher Student Association (PTSA) is <br /> a 501(c)(3) nonprofit organization that assists Waiakea High School with programs and <br /> activities that benefit the students that attend Waiakea High School, including the Waiakea <br /> High School Project Grad Night; and <br /> WHEREAS, the Waiakea High School Project Grad Night provides a safe, secure, <br /> and supervised celebration alternative to the traditional graduation parties that involve <br /> underage drinking, illegal substance use, and unsupervised late-night partying that normally <br /> results in drinking and driving, all of which pose a hazard to the community; and <br /> WHEREAS, this alcohol- and drug-free event provides the parents and families of the <br /> graduates with the peace of mind that their child is in a safe and wholesome environment after <br /> graduation; and <br /> WHEREAS, one of the Department of Liquor Control's goals is to support youth <br /> programs that promote alcohol- and drug-free events, including Project Grad Night activities; <br /> and <br /> WHEREAS, pursuant to Section 2-139(a)(2) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, or event <br /> for which the grant shall be used; and <br /> WHEREAS, Contingency Relief funds from Council District 3 will be appropriated to <br /> the Department of Liquor Control to provide a grant to the Waiakea High School PTSA for the <br /> 2016 Waiakea High School Project Grad Night; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> the following amount is hereby transferred/appropriated as set forth below: <br />
